Chief Executive Officer Position – County Sligo LEADER Partnership Company

Sligo LEADER Partnership Company operates development programmes including LEADER – National Rural Development Programme, Rural Social Scheme, Rural Transport Initiative, Local Development Rural Programmes and others, to develop and improve the quality of life for the people of Sligo, culturally, socially and economically. It continues to be successful in its operation and delivery of its diverse programmes under its Chief Executive now retiring. The Board is seeking to appoint a new Chief Executive who is capable of providing the strong and inspiring leadership to guide it through the next stage of its development.

The Post
The Chief Executive, reporting to the Board, will give leadership and direction to the company’s programmes, will be responsible for the management of operations and will represent Sligo LEADER Partnership in working with Government Agencies, Local and Regional Authorities, business and key stakeholders, the public and the media.

The Successful Candidate
Will have excellent leadership, entrepreneurial, commercial and corporate governance skills;
Will have a high level of experience in developing, driving and delivering strategic plans including in rural, community or related fields;
Will have developed excellent interpersonal, communication, human resources and change management skills;
Will have proven competence in attracting and managing funding from different sources;
Will have a thorough understanding of the local authority and local development sectors and be familiar with legislation and policies impinging on these areas;
Will have a relevant third level qualification or equivalent professional qualification and proven developmental, financial, analytical and ICT skills.

Sligo Leader Partnership – Chief Executive Officer – Job Description

Sligo Leader Partnership Company (SLPC) is engaged in the planning and delivery of a range of programmes and initiatives in County Sligo (see www.sligoleader.com)

The Chief Executive Officer reports to the Board of SLPC and is responsible for existing development programmes, the development of new programmes, the identification and securing of funding for programmes, the execution of the financial, administrative, legal and secretarial functions of the company, all of which will include, inter alia, the following :-

• the overall management of the affairs and operations of the company;
• managing the delivery of the company’s programmes;
• determining and formulating policies, objectives and strategies and providing overall advice and direction to the Board;
• securing funding from diverse sources for existing programmes and for new programmes and initiatives;
• representing and promoting the company at local and national level to various bodies and agencies, to the media and the general public especially at local level;
• working with local stakeholders to identify and develop new opportunities for the benefit of the area;
• developing strategic alliances with appropriate bodies and networks to jointly explore and develop opportunities for the area;
• set and monitor targets for the company’s programmes and ensure that they achieve value for money in their delivery;
• manage change effectively in the company;
• arrange for regular opportunities for conferring with Board members;
• review operations and evaluate the performance of the programmes delivered by the Company on an ongoing basis;
• maintain an effective system of staff appraisal;
• ensure that the necessary structures and resources are in place to meet the company’s current requirements and into the future;
• monitor integrations on an ongoing basis to ensure that maximum benefit is derived from the exercise both for the programmes and the company;
• provide appropriate and necessary management and financial accounts for the company and ensure company compliance with all statutory procedures and requirements;
• undertake other duties and responsibilities as may be required by the Board from time to time.

Person Specification
A relevant third level qualification or equivalent professional qualification and proven developmental, financial, analytical and ICT skills.
• A high level of experience in developing driving and delivering strategic plans including in rural, community or related fields.
• A thorough understanding of local development and of local authority sectors
• -familiar with legislation, policies and practice in these areas.
• Excellent interpersonal, communications, human resources and change management skills.
• Excellent leadership, entrepreneurial, commercial and corporate governance skills.
• Will have proven competence in attracting and managing funding from different sources.
• The ability to build, prioritise and implement with a strong strategic perspective while being able to effectively manage multiple projects and deadlines.
• The ability to develop, motivate and lead all levels of the organisation and to both work independently and participate as part of a multidiscipline team.
• Ability to identify and manage conflict and sensitive issues to achieve positive outcomes with confidentiality.
• Excellent written and verbal communication skills

Salary and Benefits
Salary and benefits are negotiable depending on experience (based on the Pobal Scales)
Probation period of six months which may be extended for a further period.
