The Sligo LEADER Partnership Co – Social Inclusion Good Practice Fund 2010

The Sligo LEADER Partnership Company recently secured funding to develop and demonstrate a good practice methodology in Social Inclusion using PLA Participatory Learning Approaches.

The Sligo LEADER Partnership Company are seeking tenders from suitably qualified practitioners in the area of PLA to facilitate a series of workshops with training and development staff of service provider organizations and professional community development workers supporting ethnic minority groups in Sligo including; Asylum Seekers, Refugees, Travellers and other very disadvantaged and marginalized groups and individuals.

Expected Outcomes

The expected outcome of this good practice model in PLA will be:

To learn a range of key PLA techniques and receive step-by-step guidance in how to apply them

Conduct research which works with people, not on them.

Explore the concerns of the group that are marginalized, powerless, disadvantaged and voiceless.

Work with literacy issues and for those where English is not their first language or who may not have any English.

Engage with stakeholders and service providers in a positive manner.

Move forward towards action, sustainable development and positive change.

Gain insight into how PLA can enable a group or community to democratically share knowledge and identify creative responses and solutions to commonly-shared problems.

Learn the skills to operate confidently in situations where knowledge of the core principles and practices of participatory research is necessary.

Facilitate those who wish to conduct, foster, commission or supervise PLA approaches.

Develop skills for those considering adopting a PLA approach in their work

Instill the belief in those that there are simple practical tools for enabling the least powerful to fully participate in decisions that affect their wellbeing.

Invitation to Tender:

Approach and Methodology

Practitioners interested in facilitating this work are asked to outline in detail their proposed approach and methodology to this good practice model which reflects the expected outcomes.

Please identify the number of days training envisaged and the cost per day which is to be an all inclusive cost of preparation time material and travel and vat.

Please provide a detailed sample training session plan for each element of the PLA.

It is envisaged that there will be between 8 and 12 people trained in the Key Tools of PLA.

The training will take place in the months of September and October 2010.

The training will take place in Sligo.

Practitioners must be prepared to support the showcase of this good practice model and be part of the celebrations of the International Year for Social Inclusion in the week of the 17th to the 22nd October 2010.

Practitioners must be able to supply the Sligo LEADER Partnership Company with an up to date letter from the Revenue Commissioners stating that their Tax Affairs are in order / or provide a current tax clearance certificate.

Background and Context:

2010 has been designated as European Year for Combating Poverty and Social Exclusion.

Ireland has developed a calendar of events to mark the European Year and an implementing body has been set up under the Social Inclusion Division of DSFA to plan, organise and oversee these events, and to profile significant activities and achievements during the European Year.

Pobal has been invited to contribute to the year by organising two key events, the first, a seminar on urban disadvantage on 19th May 2010.

In addition, there will be a range of other activities, including regional seminars over the year covering cross-cutting themes such as disability, age, child poverty and labour market access, and technical themes such as poverty impact assessment, measuring poverty, applying indicators, availability of data, research etc. There will also be two social inclusion weeks, in May and October, encompassing a variety of media events, discussions and workshops.

An important aspect of the European Year is that activities are expected to leave a legacy in terms of a better understanding of poverty and social inclusion issues, contributing to enhanced national policy objectives and informing the enhancement of existing programmes and the development of improved provision, so there is a specific context closely related to the work of Partnerships and Integrated Local Development Companies.

In this regard Pobal held a call to the Local Development Companies for a project for which funds of up to €5,000 were made available. The Sligo LEADER Partnership Company successfully secured funding of €4,900.00 for this good practice model.

The Sligo LEADER Partnership Company

The Sligo LEADER Partnership Company www.sligoleader.com is the Integrated Local Development Company in County Sligo. The company have responsibility for the implementation of the National Rural Development Programme on behalf of the Department of Agriculture and the Local Community Development Programme on behalf of the Department of Rural and Gaelteacht Affairs in County Sligo. The Company manages a number of other programmes with a clear focus on Social Inclusion and using a Community Development Approach. The Company also facilitate a number of expert working Groups, including the Asylum Seeker Working Group.

The Asylum Seeker Working Group emerged out of a common concern about the psychological, material and educational difficulties experienced by asylum seekers in Sligo. A recent seminar designed to give a ‘Voice of the Asylum Seeker’ to service providers did raise levels of awareness, but the speakers on behalf of asylum seekers were all external to Sligo and service providers acknowledged and agreed if they are to develop quality services it is critical that the experiences and opinions of service users – i.e. asylum seekers in Globe House – are articulated. The Asylum Seeker Working Group recognize that the asylum seekers could be an integral part of the Asylum Seeker Working Group, creating a new working relationship not only between the residents and those services directly employed in Globe House, but also with the wider spectrum of C&V organization and other services supporting asylum seekers in Sligo. This would form a new basis for addressing needs in what is now visible as a pocket of acute disadvantage. PLA techniques has been identified as a way of developing a meaningful dialogue between this very disadvantaged group the key service provider organizations tasked with the role of supporting them.
