Public Procurement Guidelines for LEADER Applicants

Public Procurement is required under the Rural Development Programme since 30th July 2010. Applicants are advised that the Public Procurement threshold for supplies and services has been reduced to €25,000. The threshold for construction contracts remains at €50,000.

The full details of the National procurement requirements are contained in http://www.etenders.gov.ie Applicants must be aware and compliant with all the requirements.

Public Procurement requires advertising on national media i.e. www.etenders.gov.ie or a national newspaper.

Direct Tendering:
Direct Invitation (without advertising) can only be used for specialised requirements in markets where there are a very limited number of suppliers or service providers. If this method is selected Sligo LEADER Partnership must satisfy itself that this is a specialised market and proof of this must be retained on file. In the main, projects funded under the RDP would not be regarded as specialised e.g. astro turf pitches.

Construction Projects
Applicants with projects involving constrcution should consult www.constructionprocurement.gov.ie. This website has guidance documents, template tender documents, contracts etc.

PRIOR TO UNDERTAKING ANY PROCUREMENT ON A PROJECT, PROMOTERS SHOULD DISCUSS THE PROJECT WITH A MEMBER OF SLIGO LEADER PARTNERSHIP DEVELOPMENT STAFF.
